Job Summary:
Performs moderately complex (journey-level) promotions work for the Promotions Section of the Advertising and Promotions Department of the Lottery Operations Division. Work involves contract management and oversight of agency promotional events including but not limited to fairs and festivals, sporting events, and retailer promotions. Work involves recommending and developing specifications and inventory for promotional products. Works under general supervision with limited latitude for the use of initiative and independent judgment. This position’s daily activities are coordinated by the Promotions Coordinator and reports directly to the Advertising and Promotions Manager.
Qualifications
Graduation from an accredited four-year college or university with a degree in Business Administration, Marketing, Communications, or a related field is required. (Relevant marketing and/or promotions work experience may be substituted for college on a year-for-year basis.)
- Experience with personal computers to include experience with Microsoft Word, Microsoft Excel, multi-user databases, and e-mail is required.
- Two years experience in promotions, special events, advertising, or marketing is preferred.
- Experience in contract management or purchasing is preferred.
- Experience managing multiple priorities, tasks, and functions is preferred.
- Willingness to work irregular hours when needed as part of a shifted weekly schedule, including nights, weekends, and holidays in order to accommodate experiential and promotional events is required.
- Willingness to travel 25% for job-related purposes is required. (Use of personal vehicle for work-related travel is required in compliance with State and Agency travel rules and procedures.)

Physical and Mental Requirements:
- Must be able to sit or stand for extended periods of time, work under deadlines, and operate standard office equipment and software.
- Must be able to work in a non-office environment during promotional events (fairgrounds, arenas, stadiums, etc.) in varying weather conditions.
- Must be able to properly lift cases of promotional product and assemble promotional displays that weigh as much as 30 lbs.
Essential Job Functions:
- Develops, plans, implements, and monitors promotional events appropriate to the agency’s advertising and promotions strategies and advertising sensitivities by:
o assisting in the development of promotional event recommendations;
o timely and accurately processing all promotional event documentation to include creating, routing, and tracking of event contracts and approval forms, submitting and tracking of purchase orders, requesting and ordering scratch tickets for promotions, and completing requests for promotional products;
o working with promotional event vendors to ensure the agency maximizes promotional opportunities with media placements, signage, and other marketing elements;
o directing promotional event vendors with the development and oversight of promotional activities;
o monitoring of contractual deliverables, reconciling event invoices and providing post-event evaluations;
o ensuring promotional event vendors adhere to agency’s approved contract, promotional guidelines, concepts, and legal requirements;
o maintaining the Promotional Event Management system.
- Develops, plans, and implements agency promotional product appropriate to the agency’s advertising and promotions strategies by:
o assisting in the development of promotional product recommendations;
o working as liaison to the promotional products vendor(s);
o preparing work orders for appropriate approval and other related product documentation;
o preparing detailed technical specifications as required;
o submitting and tracking of purchase orders and working with the Purchasing and Facilities Departments to track the procurement and delivery;
o tracking, inventorying, and reporting on the inventory of promotional product in Lottery Warehouse, Lottery Headquarters, Lottery Claim Centers, and the Lottery Operator district offices;
o processing promotional product shipping requests for Lottery Claim Centers, Lottery Operator district offices, donations, and other requests in accordance with Lottery procedures;
o working with other agency staff as appropriate on the development and evaluation of promotional products;
o maintaining the Purchase Order system.
- Attends promotional events in accordance with the agency’s advertising and promotions strategies by:
o overseeing promotional event operations;
o providing contractual oversight of event contract deliverables;
o directing the Lottery Operator with the coordination and oversight of promotional activities;
o assisting in player education on Lottery products and conveying educational information to the public.
- Provides coordination and oversight of retailer promotions to the agency’s advertising and promotions strategies by:
o timely and accurately processing all promotional event documentation;
o developing and routing promotional products allocations;
o directing the Lottery Operator with the development and oversight of promotional activities;
o reviewing and analyzing post-event reporting and evaluations;
o maintaining the Promotional Event Management system.
- Maintains complete and accurate scratch ticket reconciliation files and other related documentation.
- Maintains and updates promotional events web page on the Texas Lottery website.
- Submits timely and accurate travel requests and travel vouchers.
- Researches and provides reports and cost/benefit analysis on promotional events, products, and other promotional related activities as directed.
- Conducts surveys to determine the effectiveness of promotional and retailer practices and potential new marketing opportunities.
- Coordinates and maintains accurate files in accordance with the agency records retention schedule and may perform records retention duties.
- May train staff on promotional duties, tasks, and other assignments.
- Attends meetings with Lottery vendors as needed.
- Performs related duties and completes special projects as assigned.

SELECTIVE SERVICE REGISTRATION
