Under the general supervision of the Vice President of Facilities Management, the Facilities Manager provides support and assistance to the Vice President of Facilities Management for the operations for Detroit Wayne Integrated Health Network (DWIHN) facilities.
PRINCIPLE DUTIES AND RESPONSIBILITIES:
- Prepares and negotiates DWIHN contracts.
- Researches terms and considers pertinent stipulations.
- Conducts contract negotiations.
- Ensures that all parties adhere to the terms of the contract and that the contract supports DWIHN's goals.
- Reviews contracts to ensure they comply with company policies, regulations, and laws
- Coordinates and communicates with contractors, stakeholders, and others.
- Maintains records for correspondence and documentation in relation to established contracts and those in progress.
- Ensures that procurement activities are efficient and effective and aligned with DWIHN goals.
- Creates, analyzes, negotiates, and executes an array of contracts for various transactions
- Completes DWIHN board actions and tracks DWIHN board actions from creation to completion.
- Prepares requisitions, i.e. purchase approval forms, travel reimbursement, conference/hotel reservations, bid/vendor process and work orders.
- Inputs and manages the contract approval process utilizing Cobblestone, ReqLogic and Dynamics GP.
- Works in a contract administrative role and ensures that the paperwork is drafted and implemented per DWIHN procurement policies.
- Assists the Facilities Vice President in planning budgets.
- Assists the Facilities Vice President in scheduling facility modifications including estimates on equipment, labor materials and other related costs.
- Provides Construction Project Administration
- Serves as the administrator of the CMMS (Computer Maintenance Management System)
- Supervises lower-level staff.
- Assists in implementing safety and related items at all worksites.
- Assists the Facilities Vice President in the management of a preventative program for all DWIHN buildings.
- Assists with plans for fire evacuation and disaster response for all DWIHN facilities.
- Assists with coordinating staff drills and accompanying signage for fire evacuation.
- Assists with managing the hazardous waste and disposal programs.
- Maintains current records for all state, federal and insurance semi-annual and annual inspections.
- Assists in the coordination of building space renovation, allocation and layout,
- Assists with communication services.
- Assists with facility expansion and the addition of new DWIHN facilities.
- Oversees contractors to ensure that assignments are carried out to completion.
- Works as directed and assigned by the Facilities Vice President with contracted employees on individual job sites.
- Performs related duties as assigned.

REQUIRED EDUCATION:
A High School Diploma, GED, or its equivalent.
REQUIRED EXPERIENCE:
Five (5) years of professional experience performing building operations and maintenance, facilities management or physical plant maintenance.
AND
Two years of full-time paid experience performing contracting, procurement, or closely related duties and responsibilities.
AND
Two years of full-time paid experience as an executive, administrator, manager, or supervisor overseeing the required duties and responsibilities.
NOTE: Education completed at a recognized college, university or trade school may be substituted for required experience on a year for year basis.
REQUIRED LICENSE(S).
A valid State of Michigan Driver’s License with a safe and acceptable driving record.
WORKING CONDITIONS:
Work Environment:
While performing the duties of this job, the Facilities Supervisor is frequently exposed to fumes or airborne particles, moving mechanical parts and vibration. The employee is frequently exposed to a variety of extreme weather conditions on facility grounds. This employee is also exposed to a work environment that may be extremely noisy.
Physical Demands
This position is very active and requires standing, walking, bending, kneeling, stooping, crouching, crawling and climbing all day. The employee must frequently lift or move items over 25 pounds.
Travel within Wayne County and the surrounding counties is expected for this position.
