Position Overview:
Under the general direction of the Digital Communication Manager, the Marketing Specialist performs senior-level, highly advanced communications-related work to enhance the DSHS brand and increase public and stakeholder awareness of public health issues. This role involves collaboration with DSHS programs and external marketing vendors to plan, develop, and implement communication campaigns, public relations efforts, and strategies for both internal and external audiences. Key skills for this role include strategic thinking, exceptional interpersonal abilities, ease with executives, high emotional intelligence, and advanced writing and content development skills.
Key Responsibilities:
- Brand Building & Strategic Communication (40%)
- Provide or coordinate consultation services to program staff on public information, public relations, and communication strategies for agency initiatives, marketing campaigns, stakeholder communications, and outreach efforts.
- Manage and execute communication strategies, including creative direction and written content development.
- Act as a liaison between research and social marketing contractors, programs, and the Communications Unit.
- Oversee public awareness, outreach, or marketing campaigns, particularly during public health emergencies.
- Content Creation & Distribution
- Oversee the creation and dissemination of agency publications, public relations materials, news releases, talking points, scripts (including video), fact sheets, and content for websites and social media.
- Coordinate with DSHS programs on messaging for health education and promotion initiatives.
- Collaborate with the Communications Director and program leads to develop and implement communication plans.
- Work with HHSC Communications on master public awareness and marketing research contracts.
- Support & Coordination
- Support other Communication Unit functions such as online/interactive/social media communications, marketing research, and internal communications.
- Coordinate with DSHS Media Relations, Government Affairs, and stakeholder relations units as needed.
- Work with HHSC Language Services to ensure communications are translated for Texans with limited English proficiency.
- Web & Information Management
- Collaborate with the DSHS Web Services team to ensure timely, accurate, and relevant posting of information.
- Miscellaneous (5%)
- Perform other duties as assigned.
Knowledge, Skills, and Abilities:
- Advanced knowledge of communication strategies and best practices, including branding and marketing principles applicable to public agencies.
- Extensive experience facilitating small groups and working with diverse, often conflicting, audiences.
- Proficient in English grammar, professional writing principles, stakeholder relations, and various media requirements.
- Skilled in organizing, writing, and presenting information; strategic communication planning; and training on brand guidelines and Plain Language.
- Proficient in Microsoft Office Suite, managing multiple projects, problem-solving, and collaborating with cross-functional teams.
- Excellent analytic and decision-making abilities with the capacity to interpret agency programs and research into public information.
- Ability to track and manage projects from concept to completion, establish effective working relationships, and influence others toward common goals.
- Skilled in presenting to community and professional groups, understanding the impact of change, and meeting established goals.
