The State Preservation Board (SPB) was established for the purpose of preserving, maintaining, and restoring the State Capitol and the 1857 General Land Office, which houses the Capitol Visitors Center. Since that time, Agency operations have expanded to include: care of the Governor's Mansion, and operating the Bullock Texas State History Museum and the Texas State Cemetery. Position Summary:
The Assistant Facilities Manager reports directly to the Facilities Manager, under the guidance of the Director of Facilities, performs highly complex program administration, coordination, evaluation, technical and supervisory work requiring highly specialized knowledge in the planning, development, and implementation of the maintenance program for the State Capitol, Capitol Extension, Capitol Visitor's Center, Capitol Grounds, the Texas Governor's Mansion, Texas State Cemetery and Bullock Texas State History Museum, Capitol Mall, SHB, REJ, Regan buildings and other State Preservation Board maintained properties. This position works under limited supervision with moderate latitude for the use of initiative, exercising sound, ethical and independent judgment in all business matters.
Establishes program goals and objectives and monitors compliance with standards, including safety. Develops guidelines, procedures, schedules, prioritizes activities, and establishes performance standards for Facilities staff. Assists with overseeing agency contracts related to facility functions. Ensures that all assigned areas are clean, well maintained, work place safety standards are enforced, and performs all other related duties in a timely manner working closely with building occupants. The individual hired for this position must also be able to work as part of a results-driven interdisciplinary team. Must be able to set priorities, be flexible and model customer focus. Displays excellent verbal and written communications skills and maintains a professional and respectful approach when interacting with employees, visitors, and the public. Performs all other duties as assigned by the Facilities Manager and Facilities Director.
The Assistant Facilities Manager is responsible for assisting the Facilities Manager in the overall operation and maintenance of all facilities maintained by the State Preservation Board. This includes, but is not limited to: HVAC, plumbing, electrical, carpentry, and general maintenance. The ideal candidate will have strong customer service, and communicating skills. The individual must be able to work independently, as well as part of a team. *Must be able to work with the Agency's 365 day-per-year schedule that may include weekends, evenings and holidays, including on short notice.

· Supports the Facilities Manager with day-to-day operational management of all aspects of SPB properties to assure compliance of approved quality standards.
· Monitors SPB facilities to ensure compliance with industry and safety standards as well as agency requirements.
· Performs periodic building and equipment inspections to ensure quality and safety.
· Provides guidance to staff and/or vendors on the safe and proper use of equipment.
· Confers with agency Facilities Manager, staff and contractors on program problems and provides technical input.
· Assists with supervising the installation, repair, and maintenance of all machinery and equipment.
· Plans, schedules, and supervises maintenance and repair programs and activities.
· Provides training and technical assistance to staff and internal customers.
· Motivates and trains staff in a positive manner with an emphasis on good customer service. Develops and trains staff on safety-related issues. Facilitates staff meetings to discuss departmental procedures and agency policies.
· Responds effectively to customer concerns and complaints, and facilitates timely resolution.
· Supervises and coordinates work schedules for staff and ensures adequate staffing levels and prompt customer service at all times.
· Assists in overseeing staff working hours, leave requests, quality and quantity of work, and work behaviors. Is responsible for administration of time records and ensures all time sheets and time clock information is correct.
· Assists with managing and supervising daily operations and human resources management practices, including interviewing, selection, hiring, performance management and discipline.
· Assist with establishing and communicating performance standards; provides timely, annual performance evaluations under the guidance of the Facilities Manager.
· Assists in overseeing and conducts surveys, inspections, or reviews for compliance with certification requirements, laws, regulations, policies, and procedures.
· Actively contributes and participates in all management and working groups as a strategic partner.
· Assists in developing and evaluating budget requests; monitors expenditures and adjusts when necessary.
· Assists with facilities risk assessments and business continuity planning.
· Assists inpreparing training and operational manuals.
· Assists with developing policies and procedure manuals, making revisions to ensure continuing accuracy and compliance.
· Participates in program planning, development, and implementation, providing technical and other consultative input and overseeing compliance as part of the management team.
· Accurately prepares administrative reports, inventories, studies, and specialized research projects within established time frames. Evaluates operations using reports and recommendations.
· Analyzes program reports and data to make sound recommendations for improvement of program practices and activities.
· Creates requisitions to order building and maintenance supplies and repair parts.
· Assists with contract management and vendor compliance with existing contracts and provides technical input in the development of contracts. Performs contractor management, oversight and coordination. Help create bid specifications for contract procurement for facility issues.
Knowledge, Skills and Abilities:
· This position is not sedentary and requires the ability to walk throughout the Capitol, the Capitol Complex and specifically, SPB-related buildings and grounds. May require prolonged periods of standing, sitting and walking.
· Ability to perform manually repetitive tasks; climb, pull, lift up to 50 pounds, push, stretch, stoop, kneel, recline and reach and work in high elevations as needed.
· Ability to use and manipulate equipment that may require fine motor skills coordination and eye-hand coordination.
· Ability to work in conditions with some exposure to temperature extremes, damp, wet, heat, cold, moisture, humidity and/or inclement weather.
· Ability to gather, assemble, correlate, analyze and report facts; devise and negotiate effective solutions and outcomes to problems.
· Ability to work varying schedules and on-call periods based on business needs, including some nights and weekends to ensure efficient and safe facility maintenance operations and services.
· Ability to drive legally in the State of Texas, and be insured by the State Preservation Board while driving Agency vehicles.
· Displays sound judgment and effective interpersonal skills in communicating verbally or in writing with internal and external customers including building occupants, agency staff and visitors to the Capitol Complex and SPB maintained properties.
· Skill in reading schematics, and accurately recognize color coded conductors.
· Ability to visually inspect and examine buildings, mentally envision and verbally (or in writing) report details in need of repair and restoration.
· Ability to efficiently and independently prioritize the workload of competing priorities and multi-task to ensure tangible outcomes.
· Ability to work collaboratively within a team and to work with others in a professional and courteous manner. Remains professional and calm in all interactions with internal and external customers and represents the agency in a professional manner.
Required Education and Experience:
· Secondary or Trade School education or two-year College Degree.
· Five years of general maintenance experience, operations or facilities maintenance and construction work, including
physical /central plant equipment and machinery, scheduling and supervision.
· Three years of supervisory and program administration experience.
· Background must demonstrate preventive maintenance experience and oversight.
Preferred Education and Experience:
· Four-year College Degree or Trade School completion.
· Prior experience performing complex plumbing, carpentry, and mechanical repairs in a public building or service industry.
· HVAC and electrical problem solving experience and knowledge of controls.
