The State Preservation Board (SPB) was established for the purpose of preserving, maintaining, and restoring the State Capitol and the 1857 General Land Office, which houses the Capitol Visitors Center. The HVAC III performs advanced (senior-level) responsibilities related to installation, repair and maintenance of ventilation, heating, air conditioning and environmental control systems. Determines materials, tools, techniques and the appropriate methods and procedures to perform maintenance and preventative maintenance work. This position consistently and reliably diagnoses equipment malfunctions and prescribes appropriate repair procedures. Works under limited supervision with moderate latitude for the use of initiative and independent judgment. Must be available to work on-call as required and after regular business hours, including evenings, nights and weekends. Must consistently display sound judgment, and portray a friendly, calm, professional, respectful, positive demeanor and service-oriented focus when interacting with visitors, staff and the public. This position is not sedentary in nature and requires considerable physical and mental exertion, organization and planning. May be exposed to inclement or harsh weather conditions due to the scope and nature of job duties. Must be able to work extended hours in order to be considered. References will be required to verify experience, and must be able to pass a thorough criminal background check. *Must be able to work with the Agency's 365 day-per-year schedule that may include weekends, evenings and holidays, including on short notice.

· Overhauls, cleans, lubricates and services air conditioning, heating, and ventilating equipment including steam valves and controls. Replaces faulty controls, wiring and thermostats.
· Perform, plan and oversee the maintenance and repair of HVAC equipment, high pressure steam boilers, large centrifugal refrigeration compressors, and components such as condensers, chillers, cooling towers, pumps, and valves.
· Installs, troubleshoots, and retrofits DDC controllers and the networks they reside on.
· Uses the computer driven HVAC management system to monitor humidity and adjust temperatures.
· Repairs pumps, air compressors, and circulating pumps associated with air conditioning and heating equipment and systems. Repairs and replaces worn or broken parts on condensers, compressors, and water pumps.
· Develop plans, specifications and estimates of HVAC maintenance and renovation projects.
· Performs water treatment on closed and open loops.
· Repairs or adjusts values, piping connections, fitting, and couplings; repairs electrical parts and equipment.
· Tests refrigeration equipment for leaks and installs replacement refrigerants when needed.
· Removes and installs motors, thermostats, and humidistats; adjusts expansion valves and adds gas to refrigeration units.
· Checks gauges and performs preventive maintenance work on air handlers, above ceilings, VAVs and fan coils.
· Maintains accurate records and prepares reports on repairs and service to facility equipment.
· Services duct work above ceilings.
· Performs plumbing repairs and checks and repairs on hot water and steam generator systems.
· Works with legislators' offices and Governor's staff. Maintain confidentiality of work related information.
· Satisfactorily, promptly completes monthly safety and other required trainings.
· Works the on-call rotation, overtime, weekend, holiday, and evening work as required.
· Responds to after hour's calls needing immediate attention and to emergency situations.
· Promotes visitor safety and building security. Assists with building evacuation if necessary.
Knowledge, Skills and Abilities:
· Knowledge of basic electron theory, how electricity travels, AC and DC currents; single phase and three phase circuits; and series and parallel circuits; and Ohms Law, troubleshoots basic electrical circuits. Reads basic wiring diagrams, and uses multi-meters to read voltage, current and resistance values.
· Knowledge of the refrigeration cycle and skill in using a manifold gauge set; skill in using a pressure/temperature chart and temperature measuring devices for routine maintenance and to diagnose problems in the refrigeration circuit. Recovers, evacuates and charges refrigeration.
· Skill in reading basic wiring diagrams, schematics, and accurately recognizing color coded conductors.
· Knowledge of building automation systems and experience changing temperature in different areas of a building using a computer or laptop.
· Ability to work as an integral part of the Facilities team to meet the demands of competing work orders, priorities, and special projects.
· Knowledge of using a computer to perform routine administrative tasks including work orders and order parts using purchasing system.
· Ability to be flexible and perform all duties in a manner that promotes public confidence in the SPB and its staff.
· Ability to communicate verbally and in writing on a variety of complex issues; and ability to identify and direct effective solutions and outcomes.
· Ability to apply sound judgment and maintain a professional, respectful, and service-oriented focus when interacting with other employees, visitors and the public.
· Ability to independently prioritize, multi-task and effectively delegate work; visually inspect and examine buildings and equipment; report details in need of repair and restoration.
· Ability to walk throughout the Capitol Complex, climb, pull, lift up to 60 pounds, stand for extended periods of time, push, stretch, stoop, kneel, recline, bend, squat, and reach.
· Ability to work in conditions with some exposure to temperature extremes, damp, wet, heat, cold, moisture, humidity and inclement weather.
· The position is mentally and physically demanding and requires the ability to perform hands-on facilities and general maintenance duties.
· Ability to use and skill to manipulate equipment that may require fine motor skills coordination and eye-hand coordination.
· Ability to drive legally in the State of Texas, and maintain personal insurance while driving agency vehicles.
· Ability to maintain regular attendance, which is an essential job duty for all SPB positions.
· Ability to work varying schedules and on-call periods based on business needs, including some nights and weekends.
· Ability to pass a thorough criminal background check.
Required Education and Experience:
· High school graduate (or equivalent).
· Five years recent work experience performing air conditioning and refrigeration repairs, diagnostics and troubleshooting.
· Mechanical experience such as system tear downs, pump rebuilds, pump alignments, overhauls, and motor replacements.
· Experience in satisfactory customer service in handling service calls.
· Experience in working with a team, must be a proven team player with a service company approach to building maintenance.
· Basic computer experience in a Windows environment, to use the work order system and communicate using email.
· Must have a current drivers license and safe driving record.
Preferred Education and Experience:
· HVAC trade school graduate.
· Additional related vocational training such as AAFAME, BOMA, OSHA, or other training sessions directly related to the HVAC and mechanical trade.
· Experience with facility maintenance and building operations.
· Advanced programming knowledge with Tridium control systems and other energy management systems.
· Advanced knowledge of safety regulations, including involvement with a safety committee.
