GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. Performs highly complex (senior-level) administrative and supervisory program work administering the daily operations and activities of the dealer and license holder metal license plates program area of the Motor Vehicle Division (MVD) Administration Section. Work involves establishing goals and objectives; developing and implementing training modules; developing procedures and policies; developing schedules, priorities, and standards for achieving program goals; evaluating program activities; and coordinating program activities. Plans, assigns, and supervises the work of the MVD dealer and license holder license plates program area. Works under limited supervision from the Administration Manager, with moderate latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES
Plan, assign, and supervise the work of dealer and license holder license plates and stickers distribution team members in the Motor Vehicle Division’s Administration Section; focus primarily on timely and accurate distribution of dealer and license holder metal plates and corresponding stickers to qualified MVD license holders.
Ensure license holder compliance with applicable laws, rules, and policies for metal plates issued by MVD.
Oversee and monitor the distribution of dealer and license holder metal plates and stickers administered by MVD.
Assign and monitor resolution of customer inquiries related to dealer and license holder license plates and stickers received from TxDMV’s Customer Relations Division.
Oversee implementation of new dealer metal plates and stickers into program area in connection with House Bill 718 (88-R).
Monitor WebDealer/eTAG system to address customer inquiries and data-related issues relevant to MVD functions.
Monitor inventory levels for dealer and license holder license plates and stickers to ensure supply maintained at proper levels.
Develop and implement staff performance and development plans to support section goals.
Oversee the preparation of program management and productivity reports and studies for the Administration Section.
Handle escalated issues and provide guidance to employees in handling difficult or complex problems.
Develop and implement training programs, procedures, and policies; monitor employee compliance with policies and procedures.
May represent the division or department at meetings, conference, seminars, panels, and committees.
Travels up to 10% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of local, state, and federal laws relevant to the program areas; public administration and supervisory techniques; research techniques; and program management processes and techniques.
Skill in identifying measures or indicators of program and staff performance and the use of a computer and applicable software; skill in written and verbal communication.
Ability to gather, assemble, correlate, and analyze facts; to establish goals and objectives; to devise solutions to administrative problems; to develop, evaluate; and interpret administrative policies and procedures; and to supervise the work of others.

Qualifications
MINIMUM QUALIFICATIONS
Education and Experience
Education: High school graduation or equivalent required.
Preferred: Graduation from a four-year accredited college or university with a degree in Supply Chain or Logistics Management, Business Administration, Operations Management, Project Management, or Public Administration.
Experience: Minimum five (5) years’ progressively responsible experience in logistics and fulfillment, supply chain management, operations management, or project management, and minimum two (2) years’ managerial or supervisory experience. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)
Substitution Note: Additional preferred education of the type described may be substituted on a year-for-year basis.
Licensure or Certification: Must possess a valid driver’s license.

REGISTRATION, CERTIFICATION AND/OR LICENSURE
A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
