US Army DEVCOM GVSC COS G4 is seeking candidates to fill a Facilities Engineer position (DB-03 GS12 to GS13 Equivalent) – Detroit Arsenal, Warren, MI
Grade Eligibility: DB-03 (GS-12 to GS-13 Equivalent)

Time Limitation: Flexible Length Renewable Modified Term NTE 6 years (could be made perm without further competition)
Location: Detroit Arsenal located in Warren, MI.
About the Position:
U.S. Army Combat Capabilities Development Command (DEVCOM), Ground Vehicle Systems Center (GVSC), COS G4 Manages the sustainment, modernization, and acquisition of CCDC Ground Vehicle Systems Center occupied facilities and laboratories while providing engineering management services and support to enable business units to focus on RDT&E capability development and mission requirements.

Duties:
Serves as a facilities engineer preparing plans, specifications and engineering estimates for the repair, maintenance and improvement of heating, ventilating, air conditioning, refrigeration, building management systems (sequence of operations and controls diagrams), plumbing, fire suppression, and a wide variety of mechanical equipment associated with the installation’s buildings, structures, and facilities. Serves as consultant on construction projects with the responsibility for observing, advising, and reporting on mechanical engineering activities.
1. Prepares preliminary design studies, designs, plans, specifications, shop drawings and engineering estimates for the repair, maintenance and improvement of heating, ventilating, air conditioning, plumbing, fire suppression and other related systems. (Approx. 20%)
2. Coordinates with other engineers in design development to ensure that all technical areas are covered, areas of overlapping responsibilities between technical areas receive proper design consideration and that the total project objectives and schedules are met. (Approx. 20%)
3. Reviews and approves mechanical portions of engineering design prepared by architect-engineer firms. Notes deficiencies and discrepancies and prepares comments and recommendations for modification or correction of these designs. (Approx. 20%)
4. Reviews and evaluates shop drawings, building management systems (sequence of operations and controls diagrams), samples and material certification submitted by contractor for contract and performance requirements, recommending approval, rejection, or receipt. (Approx. 10%)
5. Serves as project manager on significant projects responsible for monitoring progress and performance and directs corrective action. Visits work sites to observe and report on technical aspects of maintenance and construction operation. Evaluates contractor personnel for compliance with directives, authorized standards, approved plans, and other requirements; rate of progress; organization and management of operations; and need for materials expediting or other assistance. Consults with maintenance personnel to resolve difficult and complex unforeseen problems and latent conditions developing during maintenance and construction and based on the condition, prepares sketches, or change drawings and specifications solving the problems and incorporates these changed documents into in-house or contract performance requirements. (Approx. 10%)
6. Assists with and prepares performance work statements for work. Reviews contract work descriptions to assure that they represent the work to be accomplished, meets regulations, specifications, and codes, and can be evaluated for compliance. Serves as contracting officers representative inspecting contractors work to evaluate and report on maintenance and construction projects to assure technical aspects of contract specifications quality of workmanship are met and certifies compliance to procurement authority. (Approx. 10%)
7. Provides analysis of energy conservation aspects of highly complex plumbing, heating, ventilating, air conditioning and other related mechanical equipment and systems. (Approx. 10%)
Desired Qualifications:
· Must be a US Citizen.
· Must have at least a Bachelor’s Degree in an engineering field (must be a college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the U.S. Department of Education)
· This position does NOT require state licensure.
· Must be able to obtain and maintain a secret security clearance.
· Strong knowledge of fire protection engineering related to: codes and regulations, standpipe systems, wet-pipe sprinkler systems, carbon-dioxide fire extinguishing systems, clean agent fire suppression systems, fire sprinkler piping, sprinkler heads, and fire alarm systems and controls.
· Strong knowledge of plumbing engineering related to: codes and regulations, commercial and industrial plumbing systems, compressed air systems, and controls.
· Strong knowledge of mechanical engineering related to: codes and regulations, HVAC systems, ventilation air, air distribution systems and equipment, central heating equipment, liquid chillers, cooling towers, hydronic distribution systems, infrared heating systems, piping and valves, commissioning, building management systems and Direct Digital Controls.
· Strong proficiency in cost estimation.
· Strong proficiency in AutoCAD 2D software.
· Strong understanding of Microsoft Office applications.
· Ability to travel up to 15% of the time.
· Option to make Perm at a later date.
