GENERAL DESCRIPTION: Perform advanced (senior-level) managerial work directing the mechanical, electrical, and plumbing repairs, maintenance, and projects related to physical buildings, facilities operations, facilities projects and repairs statewide . Work involves establishing strategic plans, goals and objectives; for statewide facilities to provide accessible, safe and healthy physical buildings and facilities that comply with all applicable statutes, for use by employees and some citizens, and implementing those plans by directing, through assigned subordinates, the administrative, technical and operating functions of the division to attain established Bureau goals and objectives efficiently and effectively. Plan, assign, and supervise the work of others. Work is performed under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Direct, develop, implement and evaluate, through subordinate supervisors, activities of staff in the Mechanical/Electrical/Plumbing (MEP) section. Oversee the establishment of goals, priorities and objectives consistent with the agency’s strategic plan.
2. Direct, develop, implement, evaluate, monitor and control the MEP statewide program, evaluating and maximizing efficiency and effectiveness of corrective maintenance, preventive maintenance, and renovation/construction programs.
3. Implement and/or monitor programs focusing on continuous process improvement, preventative maintenance, and the MEP portion of renovation/construction projects for all assigned facilities and oversee the direct-digital-control (DDC) systems.
4. Directs MEP staff, subcontractors and other vendors to complete work orders relating to routine facility MEP maintenance and repairs, preventive maintenance, major MEP maintenance and repairs, DDC systems, remodeling of existing facilities, and emergency repairs.
5. Reviews and approves inspection and progress reports, invoices for materials and periodic progress of contracts, overtime labor costs and related disbursements from various budget accounts.
6. Establish and approve requirements for annual MEP maintenance and repair contracts, blanket contracts relating to Facilities, purchase orders and memoranda, bid sheets, scope of work statements, and petty cash expenditures and develop blanket contracts to streamline business processes; and approve MEP staff requests for expenditures for tools and equipment.
7. Reviews and processes documentation packages, prepared by assigned staff, of requests for MEP maintenance and minor repairs, reports of on-site inspections, determination of total Department or Division needs from assessment studies and conference discussions, and various factors that affect priority; prepares summaries, proposed schedules and recommendations.
8. Direct the development of designs, drawings, standards, specifications, and cost estimates for MEP repair projects, infrastructure, specialized equipment, and instruments using accepted project management methodologies.
9. Develop or direct the development of emergency action plans, drawings, specifications, and cost estimates and determine method of repair work.
10. Develop, review and approve MEP maintenance, repair and project budgets and assist with facility condition assessments as requested.
11. Analyze existing business processes and document inefficiencies, problem areas, gaps, and opportunities for improvement and develops performance metrics.
12. Plan, develop, evaluate, interpret, and coordinate statewide facilities and MEP policies; review guidelines, procedures, rules, and regulations; and monitor compliance.
13. Review results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
14. Represent the agency at business meetings, legislative sessions, conferences, and seminars or on boards, panels, and committees. Serve as a liaison with internal/external customers including high-level executives, governmental officials, and the public.
15. Plan, assign, and supervise the work of others including subordinate supervisors. Coordinate staff, vendors, and sub-contractors during emergencies related to building functions day or night, including weekends and holidays.
16. Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies.
17. Perform other duties as assigned.
Qualifications
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – High school diploma or equivalent is required. Graduation from an accredited four-year college or university with major coursework in engineering (civil, mechanical, electrical or structural), construction science, project management, or a related field is preferred.
Experience – Minimum of four (4) years’ progressively responsible work experience in MEP facilities operations. At least four (4) years’ demonstrated and progressively responsible managerial/supervisory experience. Experience in any of the MEP trades is preferred.
Substitution Note: Progressively responsible work experience of the type described may be substituted for the educational requirement with one (1) year equal to thirty (30) semester hours.
Licensure and/or Certification – Must possess a valid driver license from state of residence.
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures relevant to commercial construction, office building maintenance and the principles and practices of public administration and business management including budgeting methods and procedures.
Mechanical/Electrical/Plumbing (MEP) Knowledge – Comprehensive knowledge of MEP equipment and systems, and ability to diagnose malfunctioning units and perform maintenance on all types of MEP equipment. Knowledge of HVAC / Plumbing Refrigeration codes (Uniform Mechanical Code); electrical codes (National Electrical Code); digital control systems and energy efficiency requirements. Ability to comply with TDLR laws and regulations as it pertains to steam and hot water boilers as well as EPA standards as it applies to refrigerants. Knowledge and proficiency in the tools and terms of the trades. Skill in working from blue prints and sketches. Ability to estimate materials and labor on MEP jobs.
Supervisory/Managerial/Leadership Skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals. Ability to manage human, financial, and information resources strategically.
Project Management Knowledge - Knowledge of project management theories and practices applicable to mid- and large-scope projects. Generally accepted structured project management techniques as advocated by the Project Management Institute (PMI). Considerable knowledge of construction project budgets; and of purchasing methods and procedures.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), Microsoft Project, integrated workplace management system (IWMS), and direct-digital-control (DDC) systems.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
