Plummer is currently searching for a highly motivated Stormwater Team Leader to lead and grow our stormwater modeling, design, and management practice in our Florida Offices. The candidate must have a strong background in the modeling of stormwater/water resources infrastructure projects and the preparation of drainage studies and impact analyses as well as construction documents.

As Florida’s Stormwater Team Leader, you will work side-by-side with the Florida Area Leader, National Practice Leaders, peer Team Leaders, and the company’s executive team to support developing our business in Florida and grow our Stormwater practice.
At a minimum, the role would require strong verbal and written skills to communicate tactfully with clients’ staff at all levels (operations, technical, and executive), technically savvy with the skills and experience to lead the technical aspects of a stormwater or water resources project. The right individual enjoys seamlessly transitioning between selling and doing on a regular basis.
Your Opportunity
As the Stormwater Leader, you will provide leadership in the execution and delivery of technically complex stormwater and water resources projects from concept through construction, as well as work in lockstep with the Florida Area Leader in identifying, developing, pursuing, and winning opportunities with new and existing clients to grow our business. Below is an overview of the role and responsibilities outlined by the Win-Do-Manage approach.
Marketing & Business Development
- Provide technical leadership on strategic pursuits and be an active client account team member for key clients in Florida; and communicate with Florida Area Leader on business development strategies across the geography.
- Leadership and involvement in related professional societies, including preparation and presentation of papers at regional and national technical conferences and seminars, and key committee participation where available and appropriate.
- Develop long-lasting partnerships with our clients, understand our clients’ needs and challenges, and provide exceptional client service.
- Coordinate with Florida Area Leader and client contacts routinely to explore future opportunities, budget planning, and staff resourcing needs.
- Participate in campaign planning and pursuit strategies including client “brown-bag” presentations, pursuit “GO/NO GO” decisions, and proposal development and interviews.
- Provide market sector content and thought leadership material to corporate communications related to key projects and emerging technology.
Technical Leadership and Project Delivery
- In addition to your role in Florida, you will be part of Plummer’s National Stormwater Practice, and work in close collaboration with the Practice Leaders and your peers across the organization to advance our stormwater practice as the leader in the industry.
- Engage in active recruitment to build the water practice.
- Provide project management, leadership, and delivery oversight for on-going stormwater modeling or design projects in Florida and across the company as required.
- Prepare scopes of work, budgets, and schedules for projects, both small and large scale projects.
- Plan, schedule, conduct or coordinate detailed phases of engineering work.
- Maintain and enhance our reputation with clients, approval agencies and industry professionals as an outstanding service provider.
- Responsible for leading the analysis and preparation of technical reports for diverse projects including open channels, closed conduit systems, drainage master planning, reviews of proposed developments, stormwater pump stations, quality and quantity designs and transportation drainage design.
- Responsible for leading the preparation of construction documents for diverse projects including project management, project design, construction specifications, construction cost estimates, bidding assistance and construction services, as needed by the clients.
- Regional flood planning, and preparation and review of FEMA flood studies as well as CLOMRs and LOMRs.
- Candidate will work independently as well as oversee the work of teams of professionals and analysts, possess strong communication and teamwork skills and will provide direction and mentorship to junior staff.
- Coordinate with and support project teams across Plummer’s national offices and serve as a technical lead.
- Candidate will also provide internal quality control efforts throughout the stormwater practice within areas of their expertise.
- Candidate should feel comfortable in client interface, public presentations, and client interactions at all levels of project management.
- Maintain consistently high standards of delivery, quality, flexibility, and innovation.
Business Operations and Management (Manage)
- Lead people by coaching and mentoring to achieve business and performance goals.
- In collaboration with Area and Practice Leaders, provide input to team organizational chart, roles within your team, and help establish goals that align individual’s career goals with the company’s strategic goals.
- Provide leadership to ensure we are delivering quality work while maintain profitability across our project portfolio in Florida.

Minimum Qualifications
- 10+ years’ experience in stormwater management/stormwater design
- Bachelor’s degree in Civil Engineering (or comparable engineering or applied science degree)
- Florida Professional Engineer (PE) license (or the ability to become licensed in Florida within 6 months)
- Experience with a diverse range of software packages such as HEC-HMS, HEC-RAS (steady, unsteady flow, and two-dimensional), ICPR 4, ArcGIS ArcMap, and the Microsoft office suite
- Local experience and/or working relationships with clients in NE and SW Florida regions, including an understanding of FDEP and WMD criteria and permitting, is a plus
Preferred Qualifications
- Experience with advanced H&H modeling software including Infoworks ICM, XP-SWMM, as well as ArcGIS Pro
- CFM Certification and/or experience in floodplain management practices, is a plus
- Knowledge of FEMA RiskMap Program, Guidelines and Standards for Flood Risk Analysis and Mapping, preliminary and post-preliminary processing, and the Mapping Information Platform (MIP) is a plus
