A. General Responsibilities
To work jointly with Assistant Site Manager and the Property Manager to organize, direct and coordinate an efficient maintenance department. Responsible for the training and development of all employees reporting to the maintenance department.
Responsible for sensitivity in dealing with resident contacts. In a timely manner, dispatch and complete all resident service requests, under the direction of the Assistant Site Manager.
To be responsible, along with the Assistant Site Manager, for the appearance of the property, the condition and safety of all mechanical rooms, storage and maintenance shops.
Be responsible for all company-owned machinery and equipment assigned to the property. To properly train all employees in the operation and care of the equipment. To be safety minded and knowledgeable of OSHA regulations and to train employees in these matters.
To be cost conscious in requisitioning, stocking and inventorying of supplies and materials to minimize waste and theft.
To work with the Assistant Site Manager and all members of the management team to develop and maintain a good personal and company image.
Responsible for handling completion of minor repairs, replacement repairs and handling of larger repairs when training and time allow actual work to be done by the supervisor .
B. Specific Duties
1. Daily inspection of the property to insure that all is in order and the property office is aware of any maintenance problems.
2. Responsible for scheduling the dispatching, checking and completion of service requests in a timely manner.
3. Be knowledgeable of supplies, materials and vendors to render assistance to the Assistant Site Manager and Property Manager in matters of purchasing.
4. Responsible for key and inventory control.
5. Supervise other maintenance personnel and outside contractors as directed by the Assistant Site Manager and/or the Property Manager.
6. Responsible for setting example for other maintenance personnel in matters of dress, appearance and demeanor.
7. Be available for 24-hour emergency and scheduled “on-call” as directed by Assistant Site Manager and/or the Property Manager.
8. Preparation of vacant units for re-rental. Cleaning and painting, as well as repairs, as required. Supervision of outside painting contractors, if one is hired.
9. Responsible for maintaining reports and logs relative to warranty dates and serial numbers, A/C filter changes, preventative maintenance, as well as maintenance of hand tools, equipment supplies, etc.
10. Assist Assistant Site Manager in establishing priorities for all maintenance functions whether accomplished in-house or by outside contractors and vendors.
11. To assist Assistant Site Manager and Property Manager with property inspections.
12. Assist in heavy cleaning of all common areas including vacuuming and shampooing of all carpeting, washing of floors, cleaning stairways and utility rooms, replacement of light bulbs, cleaning glass, etc., as schedule permits.
13. The Property Manager may request that the supervisor negotiate and supervise regular and special contracts, i.e., garbage removal, exterminating, etc.
14. Preparation of incident reports and reporting to Assistant Site Manager any problems or issues relating to management of property.
15. Completing, when applicable, of payroll/time sheet information on a weekly basis, for the maintenance staff under his/her supervision.
16. As directed by the Property Manager, to be directly involved in the formal annual employee evaluating process for the maintenance staff.
17. Ability to implement work order system which includes the recording and reporting of work orders.
18. Implement basic HVAC energy conservation principles. Take accurate temperature readings. Troubleshoot and exchange basic temperature and control components. Repair motors, evaporators, and conductor coils as needed. Supervise HVAC contractors. Install boilers and furnaces (electric, oil, gas); and develop specifications.
19. Troubleshoot and repair all plumbing fixtures toilets and 2" drains. Install hot water boilers and tanks.
20. Implement electrical energy conservation principles. Install electric circuit, intercom and alarm systems. Troubleshoot grounding problems and faulty mechanisms. Develop specifications and supervise contractors as needed.
21. Installs refrigerators, installs dishwashers, washers, stoves, dryers (gas and electric). Implements methods of energy conservation. Troubleshoots and repairs compressors, defrost timers, thermostats, safety valves, mixing valves, motors, pumps, and regulators.
22. Operate emergency lights, windows, emergency doors, lock systems, access card system, local and automatic alarm system, antenna system, water purification system, intercom system, basic fire sprinkler system, close circuit TV, security camera system, advanced fire sprinkler system, and ventilation system.
23. Troubleshoot, repair, and supervise contractor in the maintenance and repair of well system, rain and sewage drainage system, roofing, and paving.
24. Operate floor buffer, power snakes, voltage and amp test meters, table saw, drill press, circular saw, drill, sawzall, radial arm saw, nail gun, jack hammer, propane torch, frozen pipe thaw, conduit and pipe bender, threading equipment, boiler efficiency tester, welder, and oxy-acetylene torch.
25. Implement work order program (recording, tracking and reporting), maintain inventory system, maintain shop organization, implement preventive maintenance program, and follow procedures for the selection of contractors.
26. Develop and maintain lawn, flower bed, shrub, and tree program; maintain lawn sprinkler system; install signage; minor masonry repair and construction; install lawn (sod); construct timber walls; construct playground as required.
27. Operate snow blower, leaf blower, lawn mower, weed trimmer, lawn aerator, lawn edger, lawn thatch, roto tiller, chain saw, parking lot sander, street sweeper, tractor and attachments, bobcat and attachments, small backhoe, dump truck, and truck plow.
28. Install different types of wall, ceiling and floor coverings. Install counters and cabinetry as needed.
C. Qualifications
1. Ability to implement work order system which includes the recording and reporting of work orders.
2. HVAC: understands basic heating; understands energy conservation; able to take accurate temperature readings; has basic knowledge of parts and supplies; troubleshoots and exchanges basic temperature and control components; repair motors, evaporators, conductor coils; understands manuals and basic blue prints; supervise contractors; able to install boilers and furnaces (electric, oil, gas); and able to develop specifications.
3. Plumbing: understands supply and drain systems; able to troubleshoot and repair all plumbing fixtures; understands parts and supplies; understands hot water systems; troubleshoot toilets and 2" drains; install hot water boilers and tanks; understands codes and their application; and understands supply prices.
4. Electric: understands basics in terms of danger; understands and is able to apply energy conservation principles; understands parts and supplies; understands high and low voltage wiring; able to install electric circuit, intercom and alarm systems; able to troubleshoot for grounding problems and faulty mechanisms; understands basic manuals; reads blueprints and can develop specifications; able to supervise contractors; and understands prices and pricing.
5. Appliances: understands functions of appliances; installs refrigerators; understands and implements methods of energy conservation; understands parts and supplies; installs dishwashers, washers, stoves, dryers (gas and electric); understands prices and pricing; troubleshoots and repairs compressors, defrost timers, thermostats, safety valves, mixing valves, motors, pumps, regulators; understands manuals, and understands codes and their application.
6. Building Equipment: identify and understand trash compactors, fire and jockey pumps, water booster pumps, well pumps, emergency generator, transfer switch, and elevators.
7. Other Building Components: identify and have working knowledge of emergency lights, windows, emergency doors, lock systems, access card system, local and automatic alarm system, antenna system, water purification system, intercom system, basic fire sprinkler system, close circuit TV, security camera system, advanced fire sprinkler system, and ventilation system.
8. Exterior System: understands, troubleshoots, repairs, and supervises contractor in the maintenance and repair of well system, rain and sewage drainage system, roofing, and paving.
9. Power Equipment: understands and is able to operate a floor buffer, power snakes, voltage and amp test meters, table saw, drill press, circular saw, drill, sawzall, radial arm saw, nail gun, jack hammer, propane torch, frozen pipe thaw, conduit and pipe bender, threading equipment, boiler efficiency tester, welder, and oxy-acetylene torch.
10. Maintenance Systems: implement work order program (recording, tracking and reporting), maintain inventory system, maintain shop organization, implement preventive maintenance program, and follow procedures for the selection of contractors.
11. Landscaping: develop and maintain lawn, flower bed, shrub, and tree program; maintain lawn sprinkler system; install signage; minor masonry repair and construction; able to install lawn (sod); able to construct timber walls; able to construct playground; understand plant supplies and prices; understand flower bed design; understand walkway design and construction; supervise contractor; understand codes and their application.
12. Grounds Equipment: understands and is able to operate snow blower, leaf blower, lawn mower, weed trimmer, lawn aerator, lawn edger, lawn thatch, roto tiller, chain saw, parking lot sander, street sweeper, tractor and attachments, bobcat and attachments, small backhoe, dump truck, and truck plow.
13. Decorating: understands and is able to install different types of wall, ceiling and floor coverings; knowledgeable on surface preparation; MSDA sheets; knowledgeable on decorating products; has basic carpentry skills; knowledgeable on wall construction
14. Candidate must be bi-lingual
15. Candidate must have HVAC experience.
