PURPOSE
Under general supervision, this position works with a Building and Facilities Maintenance Crew Leader. The worker performs a variety of skilled tasks involved in the maintenance and repair of ventilation, light refrigeration, heading and air conditioning units also performs semi-skilled and skilled work in the repair, construction and maintenance of City-owned buildings and facilities; and performs related duties as assigned.
ESSENTIAL FUNCTIONS

Installs, repairs, and maintains the heating, ventilation, air conditioning and refrigeration (HVAC-R) systems for city-owned and leased facilities; identifies, troubleshoots, diagnoses and repairs all HVAC-R equipment malfunctions; modifies, repairs and replaces variable air volume boxes, air handlers, heat pumps, condensing units, package units, walk in coolers, ice machines, exhaust hoods, thermostats, system controllers, duct work.
Performs regular inspections on air-conditioning units and refrigeration units to ensure efficient operation.
Conducts regularly scheduled maintenance on heating and cooling units; refrigeration units, calibrates thermostatic controls.
Installs, repairs or replaces low and high pressure liquid lines.
Monitors sensitive equipment rooms within city facilities to adjust HVAC equipment to prevent computer system malfunctions.
Inspects and observes pressure of liquids and vapor with instrumentation to ensure efficient operation of units and makes necessary adjustments; inspects and services refrigeration equipment including refrigerators and ice machines.
Adjusts and maintains internal electrical and electronic control systems; cleans coils and blowers and checks motors and belt tensions.
Assembles and installs all types of duct work.
Changes filters and perform PM's on all related HVAC-R equipment on all City buildings in a professional and timely manner.
Planning and designing new installations of heating and air-conditioning systems, refrigeration systems, estimates time, materials and equipment required for jobs assigned; requisitions materials as required.
Responds to facility emergency calls and serves as first responder to building maintenance issues; after diagnosing problem, performs repairs, refers to the appropriate City employee, or the Building and Facilities Maintenance Crew Leader.
Maintains and repairs gates and roll-up doors; inspects, maintains, and repairs all roof and roofing drainage systems.
Maintains facility database system utilizing GIS.
Makes minor repairs to masonry, concrete block, and stucco walls.
Reads and interprets blueprints, schematics, and drawings to assess existing configuration or design and to determine best method of repair.
Operates and maintains shop equipment such as table saws, grinders, belt sanders drill press, jointer and miter saws.
Moves, loads, and unloads office furniture and other equipment.
Purchases materials, equipment and supplies necessary to complete assigned tasks
Maintains maintenance records as requested or required by City, State and EPA regulations.
MINIMUM QUALIFICATIONS
High school diploma or equivalent. Completion of an apprenticeship program as an air conditioning and heating mechanic. Four (4) years of experience in the repair and maintenance of heating, ventilation and air conditioning systems. And, two (2) years of skilled trade experience in building and facility maintenance. Note: An equivalent combination of related training and experience may be considered.
Must possess or have the ability to obtain within six (6) months of appointment, a valid Class B State of Nevada Motor Vehicle Operator's License with tanker endorsement.
Must possess or have the ability to obtain within twelve (12) months of appointment, forklift certification, and an Environmental Protection Agency (EAP), Section 608, Certification Technician.
All required licenses and certifications are conditions of employment. Required licenses and certifications must remain valid and in effect throughout incumbency.
Must pass a nationwide fingerprint-based record check, and a wants/warrants check.
SUPPLEMENTAL INFORMATION
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of operational characteristics of heating and cooling systems and electricity; OSHA and ADA regulations applicable to public facilities; the principles and practice of HVAC maintenance, repair, and installation; hazards and safety practices common to the trade and heating boilers; HVAC controls and safety devices; appropriate MSDS sheets; tools of the trade; materials and refrigerant recovery equipment and procedures used in repairing and maintaining HVAC systems.
Skill in using personal computers, tablets, smart phones and other devices to effectively utilize programs such as ArcGIS, Microsoft Word, Excel and Outlook for communication, data input and reports.
Ability to safely operate lift truck, scissor lift, man-lift and boom truck up to 45 feet in the air; safely operate hand tools such as hammers, wrenches, saws and screwdrivers; safely operate power tools such as saws, drills, routers, grinders, fastener guns and acetylene and propane torches; install and make minor repairs to office furniture and modular systems; understand and follow oral and written instructions; read and interpret manuals, specifications, blueprints and drawings; maintain cooperative working relationships; detect malfunctions and interpret gauge readings; read blueprints, floor plans and wiring diagrams; follow oral and written instructions; read and interpret City, State and EPA regulations; communicate effectively with a wide variety of people; maintain cooperative working relationships and coordinate the work of others engaged in maintenance and repair of HVAC systems.

PHYSICAL AND MENTAL REQUIREMENTS/WORK ENVIRONMENT
Exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Must be able to lift a minimum of 50 pounds unassisted.

The worker is required to have hearing sufficient to hear conversations in person and over a telephone and radio; dexterity sufficient to operate manual and power tools, strength sufficient to lift and move heavy items weighing up to 50 pounds, and perform other tasks associated with public works maintenance; to climb in and out of large trucks and confined spaces.
The worker is required to have visual acuity to operate motor vehicles or heavy equipment; close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading; visual inspection involving small defects, small parts and/or operation of machines (including inspection); using measurement devices; sufficient to read maps, sketches, drawings, and instruction labels, color vision sufficient to distinguish paint colors; and/or assembly of fabrication of parts at distances close to the eyes; visual acuity to determine the accuracy, neatness, thoroughness of work assigned or to make general observations of facilities or structures.
The worker is subject to hazards which include a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding, ladders and high and low ambient temperatures or exposure to high heat or exposure to chemicals, walking and working on slippery and uneven surfaces. The worker is subject to atmospheric conditions that affect the respiratory system or the skin such as fumes, odors, dusts, mists, gases or poor ventilation.
