The State Preservation Board (SPB) was established for the purpose of preserving, maintaining, and restoring the State Capitol and the 1857 General Land Office, which houses the Capitol Visitors Center. Position Summary:
The Capitol Maintenance Supervisor performs routine managerial work administering the daily maintenance operations and activities at the State Capitol, State Cemetery, Capitol Mall, and other historic and legislative buildings managed by the agency. This position reports directly to the Facilities Manager and works under moderate supervision with limited latitude for the use of initiative and independent judgement. The Capitol Maintenance Supervisor oversees the Capitol Maintenance staff, including scheduling and assigning work, requisitioning materials and supplies, and ensuring equipment reliability through a strong preventive maintenance program. Responsive to all guidance provided by the Facilities Manager relative to the Capitol Complex Facilities goals and objectives. Performs hands on maintenance work, technical diagnoses and troubleshooting as required. This individual must also be able to work as part of an interdisciplinary, results-driven team. Must be able to set priorities and be flexible. Displays excellent verbal and written communications skills and maintains a professional and respectful approach when interacting with other employees, visitors, and the public. Performs all other duties as assigned. *Work hours are based on the Capitol 365 day-per-year schedule and may include weekends, evenings and holidays, including on short notice. Must be able to work extended hours in order to be considered.

· Oversees on-the-job training and regular supervision for all Capitol Complex Maintenance Division staff to ensure smooth daily operations, high work quality and ongoing productivity. Establishes and communicates performance standards and conducts timely and objective performance evaluations. Actively participates in the interview and staff selection process.
· Works with the Housekeeping Manager in coordinating schedules, work and operations as required to coordinate shared projects at the Capitol.
· Assists the Capitol Facilities Manager as well as the Deputy Director of Facilities in conducting regular building and equipment inspections to identify maintenance trends and future requirements.
· Works with the Capitol Facilities Manager in implementation of new maintenance training and facilities initiatives for seamless integration to the daily operation.
· Coordinates with the Capitol Facilities Manager for support to undertake all projects on an in house basis review prior to bidding to outside contractors.
· Plans, assigns, and supervises the Capitol Maintenance staff and regularly performs hands-on maintenance according to the division's work order system.
· Oversees and uses the current work order system to track work, projects, staff time and abstract trends. Ensures that work orders are assigned and completed, as well as documented and closed out in the work system in a timely manner for the Capitol Facilities Department.
· Regularly inspects completed work, including by staff and vendors. Routinely inspects Capitol grounds relative to maintenance and housekeeping standards.
· Reviews and manages the Capitol Facilities preventive maintenance program to ensure proper care of the building and its equipment.
· Regularly coordinates and communicates with the Capitol Facilities Manager, Deputy Director of Facilities, and Housekeeping Manager relative to projects, workloads and other business matters.
· Works with the Capitol Facilities Manager, and the Deputy Director of Facilities with all construction related projects and initiatives.
· Remains abreast and complies with all applicable safety rules, regulations, standards and emergency procedures including applicable OSHA, Agency, local, state, and federal security and safety rules, regulations, and established industry safety and security techniques and standards. Plans work with safety and security front of mind. Continuously assesses safety conditions to ensure individual and workplace safety and safety of visitors and staff. Promotes visitor safety and building security. Assists with building evacuation if necessary.
· Reviews all Construction Documents and proposed changes to the Capitol.
· Operates as Construction Liaison for all departments at the Capitol.
· Regularly works with the agency Risk Manager and the Capitol Risk Management team to ensure agency is prepared for building inspections and Risk Management Program Reviews.
· Provides reliable operations updates, building and personnel reports and offers effective solutions to Facilities Division operations problems at the Capitol Complex or elsewhere as assigned.
· Provides sound recommendations regarding options and demonstrates advanced technical skills and knowledge relative to all program areas.
· Requisitions for materials, supplies and equipment. Correctly uses the agency's purchasing system. Oversees efficient use of labor and materials. Performs inventory of supplies and equipment. Adheres to purchasing guidelines and ethical standards.
· Ensures proper handling and storage of state property at the Capitol Complex.
Knowledge, Skills and Abilities:
· This position is not sedentary and requires the ability to walk throughout the Capitol, the Capitol Complex and specifically, SPB-related buildings and grounds. May require prolonged periods of standing, sitting and walking.
· Ability to perform manually repetitive tasks; climb, pull, lift up to 50 pounds, push, stretch, stoop, kneel, recline and reach and work in high elevations as needed.
· Skill to use and manipulate equipment that may require fine motor skills coordination and/or eye-hand coordination.
· Skilled in the use of required equipment and tools.
· Ability to work in conditions with some exposure to temperature extremes, damp, wet, heat, cold, moisture, humidity and/or inclement weather.
· Ability to gather, assemble, correlate, analyze and report facts; devise and negotiate effective solutions and outcomes to problems.
· Ability to work varying schedules and on-call periods based on business needs, including some nights and/or weekends.
· Ability to drive legally in the State of Texas, and be insured by the State Preservation Board while driving Agency vehicles.
· Ability to visually inspect and examine buildings, mentally envision and verbally (or in writing) report details in need of repair and restoration.
· Ability to work collaboratively within a team and to work with others in a professional and courteous manner. Remains professional and calm in all interactions with internal and external customers and represents the agency in a professional manner.
· Ability to pass a thorough criminal background check.
Required Education and Experience:
· Five years of general maintenance experience, operations or facilities maintenance and construction work, including physical plant equipment and machinery.
· Four years of supervisory and program administration experience.
· Must be a high school graduate or equivalent with additional vocational or technical training.
· Three years of specialized experience relative to repair, maintenance and equipment repair.
· Background must demonstrate preventive maintenance experience and oversight.
Preferred Education and Experience:
· Experience performing complex plumbing, carpentry, and mechanical repairs in a museum or service industry.
· HVAC and electrical problem solving experience and knowledge with controls.
· A journeyman's electrical license or a state HVAC commercial license.
· Experience performing housekeeping coordination or housekeeping liaison duties.
