Maintenance Technician (Facilities)
Job Overview
Location/Schedule : This position is based out of the Lloyd Corporate Plaza, but will require frequent trips into the field to cover maintenance at various Cascadia properties throughout the Portland and metro areas. The schedule for the position is Monday through Friday, 8:00 am to 4:30 pm. Incumbent will need to be prepared to drive a company van to and from work, as that is their permanent workspace.

Position Description : The Maintenance Technician is responsible for the maintenance of vacant and occupied apartments, commercial, clinics, common areas, building systems and building equipment within the assigned portfolio. The employee is responsible for ensuring vacant apartments are restored to market-ready status, within the allotted timeframe and respond to work orders in accordance with company policies and procedures for all assigned properties. The maintenance technician is required to maintain current knowledge of OSHA protocols and REAC scores and ensure the highest work standards are met throughout all Cascadia buildings. The employee contributes to the Housing Departments short- and long-range strategies and goals as they relate to the creation and preservation of value for all Cascadia properties.
Essential Responsibilities

- Assist in the coordination of renovation, unit turnover repairs and preventative maintenance at properties so that their useful life is increased or preserved
- Complete vacant turn process from past tenant vacating to initial service requests of a new tenant. Ensure timely completion of turnover deadlines.
- Strong skills in painting, flooring, general apartment maintenance, ability to work independently, owns tools for the job .
- Completes and accurately records all maintenance work order requests as assigned in a timely manner according to priority.
- Responsible for carrying the rotating 24-hour emergency maintenance phone and recording all incoming calls.
- Maintain the same high standards of work across all buildings.
- Maintain company vehicle and vehicle inspection report.
- Monitor inventory to ensure an adequate stock.
- Complete small carpentry, drywall, painting/staining projects
- Install or assist in installing cabinet decks, laminate decks/ backsplash and pre-formed countertops.
- Complete caulking, grouting and tile installation.
- Replace or repair doors, windows, screen, locks cabinets and drawers.
- Complete cabinet frame/face, door and drawer repairs.
- Complete minor electrical and plumbing repairs such as replacement of faucets, toilets, disposals, outlets and light fixtures.
- Complete administrative paperwork and data entry as necessary.
- Work within established expense limits.
- Maintain a professional courteous manner with all residents, vendors, contractors, and fellow employees.
- Assure safety standards are used which comply with all company, local, City, State and Federal guidelines including OSHA.
- Demonstrate responsibility for safety of residents, staff and property; possess knowledge of fire regulations and evacuation procedures.
- Ensure compliance of all work related activities in a fair, ethical, and consistent manner.
- Recognize and report preventative maintenance issues or needs and all unusual occurrence and/or damage that have taken place or that may occur.
- Attend property inspections as assigned.
- Conduct unit inspections after vacancy, generate reports as to condition and needed repairs.
- Schedule and meet vendors as directed by supervisor
- Identify and report all potential hazardous materials sources at the properties.
- Follow proper protocols for hazardous materials, blood borne pathogens, water contaminants, hand tools, electrical and plumbing systems, ladder use, lock-out procedures and job site safety.
- Assist with snow/ice removal as necessary.
- Adhere to mandatory abuse reporting laws and HIPAA requirements.
- Perform other duties as assigned.

Qualifications
Education:
- High School Diploma or equivalent required.
- Limited Maintenance Electrician (LME) or Limited Maintenance Plumber (LMP) highly preferred.
Experience: Five years of experience in renovation work, building repairs, maintenance, and/or a combination of related work.
Specialized Knowledge, Skills and Abilities:
- Working knowledge of time management principles, techniques and tools as they relate to turnovers
- Working knowledge of current building construction practices, infrastructure and site improvements
- Working knowledge of building and safety codes, laws and regulations
- Working knowledge of HVAC, security and other building systems
- Working knowledge of electrical and plumbing systems
- Ability to read and understand blue-prints
- Operating computer hardware and software at a level needed to effectively perform job functions
Other: Possess a valid drivers license, three year driving history; clean driving record, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course.
Working Conditions
Environmental/Operating Demands : Daily routines may vary in demands and will require the Maintenance Technician to be proficient in organizing tasks, prioritizing work and problem-solving. This position is responsible to ensure the quality of renovation, unit turnover and preventative maintenance work. Contacts are normally made with those inside and outside the organization. External contacts occur with regulatory agencies, vendors, and outside contractors. Internal contacts occur with all levels and areas of the organization, including tenants. Contacts are usually made on own initiative. Contacts may occur face to face, e-mail or via telephone. Employees are expected to perform in a professional and courteous manner in doing business and dealing with other staff, residents, and all contacts.
The Maintenance Technician is required to participate in an on-call phone rotation one week a month from Tuesday to Tuesday and will be expected to answer all emergency calls and be prepared to go on the call within 15 minutes of receiving the call if needed. Types of emergent issues can include, but are not limited to, fire, flood, blood/BBP, broken windows, lock outs etc.
Communicating universal precautions and remaining alert to the environment are critical to address the potential for violent behavior from clients, exposure to disease, biohazards, noise and contaminants.
Mental Demands: This position involves a moderate degree of complexity in dealing with frequent, new, and varied work situations. The variety can involve scheduling work, meeting budget constraints and deadlines, dealing with emergency repairs at sites, and working with tenants. Some sites are licensed secured facilities that require additional understanding of the tenant environment. Situations with a high degree of complexity are escalated to the Capital Projects Manager and/or Director of Facilities. These include errors that result in improper scheduling of turnover renovation, repairs and maintenance, cost over-runs, negative impacts to a building systems integrity, premature building system failures and potential harm to staff, residents or the public.
Physical Demands: Work includes climbing ladders and stairs; carrying and lifting, walking, kneeling, standing, stooping, squatting, twisting and bending for long periods of time.
